APS
Achievable Points Score = PS x WG (the weighted score for each component/element)
Progress Scale Levels

D. Key Questions for State Review
Where are we reforming strongly but not yet seeing delivery results? What bottlenecks exist between institutional reform and physical implementation?
Where are we delivering results without strong institutional foundations? What sustainability risks does this create?
Are our Additional Incentive indicators reflecting the institutional improvements we are making?
Is our state WASH budget allocation and release keeping pace with our reform ambitions?
What are the top 3 actions we can take this quarter to close the biggest reform-to-delivery gaps?
Notes:
-- Enter delivery values from the latest state program reports.
-- Reform scores are auto-pulled from PIR Workplan and PIAP scoring tabs.
-- The signal uses 50% of maximum as the threshold for "reforming". Delivery is flagged active when any value > 0 is entered.
-- Update this tab quarterly alongside workplan tabs.
